The dismantling of the systems of mental hospital complexes in the United States that happened with well intention, humanistic ideas in the late 1960s and early 70s baffles me. We have no fewer mentally ill people than we did then, but somehow it was deemed more humane to have outpatient services provided to mentally ill people who would have been hospitalized. That again raises the issue of individual choice particularly highlighted again in your article. In south Cook County I drive past two large such complex complexes, decaying empty after serving that purpose once and then having the plug pulled. The waste seems sickening..

I'm sure this goes without saying, but whenever you mention prison as an option I cringe because what little I know about US prisons, as they exist at present, leads me to believe there would be nothing moral about putting someone there. Major prison reforms should be part of the multi-faceted approach to the problem. (I'm tempted to say a lack of non-harshly punitive options in the US is partly what leads to folks on the Left trying so frantically to justify peeing on the subway.)
